The American Film Institute announced the winners last night in a contest for the 100 best American films of all time. And the winner was . . . the perennial favorite, ''Citizen Kane,'' Orson Welles's 1941 classic film about the rise and fall of a media titan, made when Welles was only 25.
The rest of the top 10 included, in order of ranking, ''Casablanca,'' ''The Godfather,'' ''Gone With the Wind,'' ''Lawrence of Arabia,'' ''The Wizard of Oz,'' ''The Graduate,'' ''On the Waterfront,'' ''Schindler's List'' and ''Singin' in the Rain.''
The announcement of the 100 winners was televised on CBS. They were chosen from a pool of 400 finalists selected by the institute. Ballots were then sent to 1,500 prominent Americans, among them screenwriters, directors, critics, President Clinton and Vice President Al Gore. The film institute would not say whether Mr. Clinton and Mr. Gore voted.
The film institute established the contest to promote the first 100 years of American filmmaking. The criteria for winning included historical significance, critical recognition and awards, and popularity as measured by box office, syndication, video sale and rental figures.
